Starting from September 1st, the “Measures for the Supervision and Administration of Cosmetics Online Operations” in China will be officially implemented.
The “Measures for the Supervision and Administration of Cosmetics Online Operations” stipulate that operators of cosmetics e-commerce platforms should establish a cosmetics quality and safety management institution or appoint full-time or part-time personnel responsible for quality and safety management. Operators of cosmetics e-commerce platforms should assume the management responsibility for cosmetics operators on the platform in accordance with the law. They should establish management systems for real-name registration, daily inspections, prevention and reporting of illegal activities, and handling of complaints and reports related to cosmetics quality and safety, and effectively implement these systems.
The revised and newly released mandatory national standard “Restrictions on Excessive Packaging Requirements for Food and Cosmetics” (GB 23350-2021) by the State Administration for Market Regulation will also be officially implemented from September 1st.
The “Restrictions on Excessive Packaging Requirements for Food and Cosmetics” standard specifies packaging requirements for 31 categories of food and 16 categories of cosmetics. In terms of the number of packaging layers, grains and their processed products should not exceed three layers, while other goods should not exceed four layers. For comprehensive products that contain two or more types of food or cosmetics in the packaging (the two or more products forming the comprehensive product must be of the same category, either food or cosmetics), if they belong to the same category but have different net contents, the qualification should be determined based on the void ratio requirement corresponding to the product with the largest net content.
