China’s Hainan to Step Up Support for the Cosmetics Industry

On October 10, the Hainan Provincial Medical Products Administration held a special meeting to discuss measures for promoting the high-quality development of the cosmetics industry. The meeting focused on refining implementation pathways, clarifying the division of responsibilities, and turning “policy documents” into “practical actions,” effectively pressing the “fast-forward button” for the sector’s high-quality growth.

The meeting emphasized that advancing the high-quality development of the cosmetics industry is an essential part of implementing the province’s biopharmaceutical development strategy, fostering new drivers of economic growth, and optimizing market supply. It is also a key means of leveraging the advantages of the Hainan Free Trade Port (FTP) and cultivating distinctive industrial clusters. Authorities must take a holistic approach aligned with the overall FTP strategy, focusing on key links in the industrial chain and ensuring that policy benefits translate into tangible development outcomes through concrete action.

The meeting outlined the need to accelerate the creation of an innovation and development service system that covers the entire life cycle and value chain of cosmetics, helping innovative products move more swiftly from R&D to market launch.

  1. Innovation in regulatory mechanisms

With a focus on “efficiency improvement, risk control, and industrial adaptability,” Hainan will optimize review and approval processes, adopt tiered and classified supervision, and implement intelligent and scientific management. The goal is to build a management framework that provides “full-chain services, full-cycle supervision, and comprehensive support,” enabling faster innovation in cosmetics and new ingredients while ensuring consumer safety.

  1. Upgrading R&D innovation

Leveraging the Hainan FTP’s policy advantages and abundant tropical biological resources, the province will build a specialized cosmetics raw material R&D system based on resource development, industry–academia–research integration, supportive policy services, and product transformation. Ingredients such as coconut, agarwood, and aloe—Hainan’s “tropical treasures”—will be transformed into new sources of innovation, helping position the province as a leading hub for unique cosmetic raw materials in China and beyond.

  1. Amplifying policy benefits

Authorities will guide and encourage companies to fully utilize key FTP policies such as “zero tariffs” on raw materials, processing value-added tax incentives, and preferential individual income tax rates. Under the regulatory principle of “tight control at the first line, relaxation at the second,” Hainan will foster innovative service models for the cosmetics sector, supporting the establishment of global R&D centers, advanced manufacturing bases, and regional distribution hubs—forming a complete industrial chain that connects raw material supply, R&D and production, and market sales.

The meeting stressed the need for a systematic policy framework to build an ecosystem where the “policy chain, industrial chain, innovation chain, and service chain” are deeply integrated, providing a strong foundation for the cosmetics industry’s high-quality growth in the Free Trade Port.

  1. Providing “one-stop” services

Through collaboration with research institutes and expert teams, Hainan will offer end-to-end support for enterprises—from R&D to registration. Companies will be encouraged to tackle frontier technologies such as skin science, biosynthesis, and botanical extraction, with a focus on key market trends like anti-aging, soothing and repair, and full-spectrum sun protection. The province will also coordinate with departments such as Industry and Information Technology and Customs to provide targeted, company-specific support (“one enterprise, one policy”) and promptly resolve difficulties in policy application, customs clearance, and product registration and filing.

  1. Building “one-stop” platforms

Enterprises will be supported in leveraging the global reach of the China International Consumer Products Expo and the island’s duty-free flagship stores to establish a “Global New Product Launch Hub” and “Hainan Beauty Brand Zone.” These platforms—integrating exhibition, release, transaction, and experience—will create a distinctive advantage of “Hainan-first, globally synchronized” product launches, forming a core competitiveness based on “policy benefits + traffic effects + industrial synergy.”

  1. Establishing “one-stop” facilities

Key industrial parks will be encouraged to take advantage of the FTP’s “zero tariffs,” offshore duty-free, and cross-border e-commerce policies to meet the full-chain needs of the cosmetics industry—from R&D, exhibition, and trade to experience and warehousing. Shared laboratories, pilot-scale production platforms, and other public technical service facilities will be developed to create multifunctional, integrated bases serving both domestic and international markets.

  1. Cultivating “one-stop” teams

Hainan aims to attract high-end talent and innovative teams specializing in cosmetics R&D, biotechnology, and brand strategy. The province will foster collaboration between research institutions and universities to develop multidisciplinary talent, introduce market-oriented testing and inspection institutions, and strengthen talent and technical support for the long-term growth of the cosmetics industry.
